Elizabeth Lake Estates Civic Association (ELECA)
Elizabeth Lake is unique among subdivisions in the amount of property that is owned by the neighborhood association.
In addition to the pool, the Elizabeth Lake "common" area includes all of the land bordering homeowners' properties from the Lake past the pool up to Elizabeth Lake Drive near White Hall Circle. It includes the pool parking lot as well as as all of the landscaped medians found on many of the streets in the neighborhood.
We are all aware that the pool and commons greatly add to the appeal and value of the homes in our neighborhood. As property owners, we are also all aware that along with ownership come responsibilities. The Elizabeth Lake Estates Civic Association (ELECA) was founded in 1965 to fulfill these responsibilities:

Management of common areas

Maintenance of the swimming pool and adjacent areas

Planning and execution of social events to foster family life

Maintenance of high standards regarding any changes to real property within the neighborhood

Improvement of communication between the association and its members through monthly newsletters and the regular publication of a residents directory.
ELECA Board and Committees
From the beginning, ELECA has relied on an executive board made up of neighborhood residents who volunteer their time to fill each of the positions. In addition to the executive board, their are additional board members in charge of each of the committees. Click the following links to learn more:

ELECA Membership
Elizabeth Lake Estates was recently designated a "Service District" by the City of Hampton. As a result of this action, association fees are automatically paid as a part of the real estate tax on each property. Therefore, every homeowner is an automatic member of the association. We encourage everyone to participate in our
social events and
join the pool (please be aware that there is an additional fee for pool membership). Please feel free to
contact a board member with any concern you may have (and please remember that they are volunteers!).
A Covenant Community
Since its inception, Elizabeth Lake has been a covenant community. These covenants are designed to protect your interests within the community. Regardless of what a real estate agent or seller may have told you, or whether you have seen them or not,
